Hello,

I am wondering how this would work. Are there rules, particularly in Pittsburgh, PA, around what you must honor for prospective applicants if you change your rental rates and concessions? If for example you reduce the rent and remove a concession (e.g., last month's rent free)), and someone starts an application at the old advertised higher rental rate + concession but then completes the application after the change (lower rate and no concession), is there a rule for which you must honor?  If people are notified of the change before they complete their application and still opt to complete it, does that make a difference?

Hello,

When putting in an offer for a FSBO (or perhaps even generally, including an offer to an owner's agent) off the MLS, what format and due diligence activites and period do you recommend putting into the offer?

Not really sure why you're looking for a free or low cost service for the tenant. This is a business and you need to handle it like one. Find a service that gives you what you are looking for and need to make a sound business decision.
If cost for the tenant is that important to you, find a service that allows you to pay for it.
We use Myrental.com (part of Core Logic) it's one of the better services for credit and criminal back ground. It cost $35 per applicant but you have the choice to pay for it yourself if you want.

@Kadia Lawrence background check is an issue because it is in fine print for many services what states they don't  cover for background checks, have the same issue with MA and NJ not being covered.  If zillow is based off of transunion they probably also don't cover your state but if you are looking just for credit zillow they get to use multiple times over 30 days. 


 Yes, I was surporised once I signed up for the service that my state was not included. (it also only allows tenants to pay but I was on the fence about that so wasn't a deal breaker.)  Thanks for the tip on zillow cedit

 Thanks Colleen.  Yes, for sure! I am looking into resources for that inclusive of the Unified Judicial System of PA case searches, etc. But welcome your advice on using zillow or other means if they they are indeed that comprehensive.  I have seen where some broad search services like TransUnion don't cover PA (my focus) and other states.

 CreditKarma or freecreditscore.com work, or any of the 3 major credit reporting agencies will all give them free reports. Don't accept these directly from tenants, other than possibly as a prescreen, that you later verify with a real background check, which the tenant pays for.
