@Dave H. a builder warranty is usually 1 year for the labor on all the work performed on your house. Then anything like appliances, HVAC, lights would have the manufacturers warranty for parts which is typically 90 days. Roofing warranty of 20 or 30 years for shingles would be on the material, the shingles themselves from the manufacturer are guaranteed to last 20-30 years.

Someone would have to determine if the roof leak is caused by bad labor or is there something wrong with the shingles themselves. If you know the manufacturer of the shingles, you could call them and they would probably send a rep out to investigate and be sure its not their issue.

@Veronica Helms as a licensed GC, anybody can pull a permit and perform the work as long as the total project is less than $30,000. Any project more than $30,000 has to be performed by a licensed GC. If he is trying to say you/your business own the house, and so as the owner you can pull the permit and perform the work, this is not legal based on the fact its not your primary home that you will live in at least 2 years.

@Alex Fleck is correct. The southeastern coast of NC, from Jacksonville down to the SC border is highly driven by northern retirees moving and 2nd homes.

@Ryan Davis You picked a great city in Charlotte! Keep your head up, I did the same back in '97 and moved to Charlotte with no job and not knowing anyone in town. Best of luck!
