Welcome to the area Taronda. Phoenix and Tucson have AZREIA meetings that are great! I would suggest wholesaling at the moment because there are so many flippers looking for properties, so you would have tons of buyers. Let me know how I can help you.

Interesting concept @Andrew Schmitt, very creative plan. I moved to Arizona myself from Illinois back in 2008...grew up in a farming community, so I have a lot of respect for them. I'm with @David Halprin on this one. 13 year tenants could use a bit of a gift. Imagine the amount of time and money they have saved you from searching for new tenants throughout those 13 years. A bathtub and new paint pales in comparison. I also agree that allowing them to paint would be nice, because they can get the colors they want and would get a sense of pride. If you plan to renovate down the line anyway, then you can paint over whatever they painted if it didn't come out in good shape.

There are plenty of cities in Arizona that are Airbnb friendly.

People are running this business model all over the world now. Keep brainstorming and come up with a way to get it done. There are many benefits of this arrangement to the landlord. 

-less use of appliances and water

-cleaning service after every visit

-guaranteed rent

Also, you can add supplemental str insurance and even pay a premium over the asking rental rate or pay the landlord a cut of your Airbnb profits. Even consider offering to do minor maintenance when small maintenance issues arise. If you can convince a landlord that they no longer need a property manager then you have something. Real estate investing is all about being creative. Good luck.

This is for Tempe (shows the complexity of this issue): 

d) Occupancy load; sleeping room. Every rental housing unit shall contain at least one bedroom or living/sleeping room of appropriate size for each two (2) persons. Every room occupied for sleeping purposes by one person shall contain at least seventy (70) square feet of habitable room area and every room occupied for sleeping purposes by two (2) people shall contain at least fifty (50) square feet of habitable room area for each person.

(e) Occupancy load; rental housing unit. Every rental housing unit shall provide at least two hundred twenty (220) square feet of floor area for the first two (2) occupants and one hundred (100) square feet of floor area for each additional occupant. The floor area is to be calculated on the basis of total dwelling unit area.
