Welcome! I have looked in Jersey City as well (I live about 20 minutes away). My biggest tip there is to make sure you know where the property is in the city. Rents can be very high in the more desireable sections (ie Journal Square), however that is not the case in the less trendy (and rougher) sections.

Also, keep an eye out for an oil tank... in my neck of the woods they are one of the biggest issues with old houses and can cost thousands of dollars if they have leaked and the soil needs remediation.

The house will almost certainly need above average repair between tenants. If you are looking to capitalize on the "Rutgers market" I would look across the river, while the properties are a bit more expensive, the rents are SIGNIFICANTLY higher, even off Cook/Douglas Campus. The vast majority of student would not consider renting in Piscataway.

I second what Kenneth was saying. Other popular recomendatikns include finding a partner or finding an investor who you can work for while saving up funds for your own deals.

In my eyes, with the information given, I would take the downpayment assistance. Why would you ever turn down free money?
