That's a great way to go! FHA duplex, live in it for a year...After that, move out and buy a new primary residence. It can be another duplex. Talk to a lender. I think you can put a smaller down payment (like 5% conventional loan) for your next purchase. Lenders will be able to use a percentage of the rent towards your income to offset your DTI. If it's your first home, you can get an FHA loan to put as little as 3.5% down. Or even a conventional loan can go as low as 5% with some lenders.

Depending on what you do for work, there are some programs you can use for down payment assistance. There might be other programs, but not sure at this time. I can give you a contact for a lender to talk through the refinance questions to see what loan is a better fit for you.

I agree with @Jonathan Greene. I live north of Houston, and can tell you that even the tax rates vary from each neighborhood. One reason why investors like The Woodlands and Conroe, is because it's always popping up as one of the fastest growing cities and they're affordability. The nice thing about the Houston areas, is that there's not just one industry that drives the economy here.
