It's like anything else in the world.. people think you can spend $500 and make $500,000, and when they don't make $500K they say it sucks and doesn't work, and then people like Jon think it probably sucks! 

The mail piece itself can't do the follow up, negotiating, contracts, sales, etc..

If you mail good mail, to a good list, you're going to get good results. 

Most people are BAD at direct mail. I can't tell you how many times I've gotten a letter (a bad letter) looking to purchase a flip I purchased within the last 30 days. That's just flat out a bad list because the odds someone who just bought a property and wants to sell it already is very slim. Likely those people just pull a list of non-owner occupied homes and sent a list. Selecting your list and trimming it nicely, is 50% of the battle.

If Fannie has posted the door, the home has gone through foreclosure already. 

However, if let's say you found this property BEFORE the foreclosure was completed - a QCD still likely would not have helped you since the folks bought it in 2006 during the boom and likely owed much more than what the property is worth today. Say fair market value is $200K and they paid $300K and borrowed $240K.. depending on how many payments they made, you would get the deed and still owe the lender ~$230K on a property worth $200K.

You could also make your offer contingent on obtaining a variance if the seller will allow.

I would simply call back, get the person's name and info, and move on. As long as it's a safely done three unit, I doubt the city is going to have much of a problem. Not to say you couldn't go and get a proper variance, but getting anything done in Philadelphia is brutal. But of course, always consult a local attorney.

Follow the money, then pitch. Real estate attorneys, country clubs, etc. just start talking, people will listen. Sounds easy, it's not, but just start - wealthy people always know other wealthy people who are looking for deals.
