You need to wait until the owner occupant period is over. I've seen Fannie Mae pursue people over the $10,000 fine for lying about occupancy status. Keep in mind if an owner occupant were at list price and you were $500 over list, they would likely take the owner occupant offer.

What kind of contractors are you looking for? Full rehabs?

Section 8 or not, I don't see much to fix there. Recessed trim, change hardware. The countertop definitely does not look 1970s from the photos, and neither do the cabinets. Everything looks newer, with some poor hardware choices. I like to provide a nice rental product, but if it ain't broke or older than 20 years, don't fix it.

@Wilson Bunton - I agree with @Julia Dugger - this should be reported. 

@Greg H. - waiting until the end of First Look is not how it is handled in our market and not how I believe it to be handled in other markets. The property has to be on the market for 3 full days before any offer, however an owner occupant offer can be accepted on day 4.

While it's not impossible to do this with very little money out of pocket, it's much easier when you have the funding. Also, don't forget about closing costs which will be on top of your down payment.

The best thing to do would be to drive these neighborhoods yourself. There is plenty of cash flow in Allentown. It's just like any other larger city, it has more crime than the suburbs. I personally would not call it a war zone, not even close. Some bad streets, yes, but overall not a war zone.
