Yes, but I prefer blue ink to red. It's going to be hard to mass mail by hand, you can find companies that have fonts to make it look like handwriting.

As @Christian Bors says, you're not going to be able to get an FHA loan. You would need to move there, and take up employment that covers your DTI ratios.

However, you could try to get a bridge loan, move there, and THEN get the FHA loan once settled in and employed.

I agree if it was disclosed that you don't have any reports, than there's no issue. 

I would see if you could offer them money to get out. Lead paint could be only the beginning, copper theft, vandalism, etc. could come down the pike. Might be best to give them $1000 to GTFO.

If you're going to bid in the owner occupant phase, put the offer in her name, and execute a mortgage against it to secure your interest. When she moves out, transfer title to yourself and satisfy your mortgage. 

Otherwise, wait for the investor round. They do check, and they do prosecute.

White postcards with black text that say stuff like "I've been trying to reach you!" = bad mail. 

Attractive envelopes with hand-written addresses and hand-written letters inside, that look professionally made = good mail

Did you buy this place?

Ungrounded electrical is common in older homes. You can NOT have 3 prong outlets, and must have two. As others have said, you can improvise with GFIs, but check with code first. 

Also the spring is a concern, but a dehumidifier and a sump pump will likely do the trick.
