Rich, I'm very familiar with the GCC area. Justin is right, you'll need to be north of Thomas. I would say east of 40th as the area between 40th and 44th are just fine.
South Scottsdale is also very established with older homes, nice homes though with a green belt running north and south. My sister just bought a house near Scottsdale/McKellips where homes are easily bought around the $100-$125k mark and get rents in the $1200 range. In the neighborhoods north of Thomas, east of 40th and even in the South Scottsdale neighborhoods(east of 64th st), your daughter will be able to safely walk the neighborhoods at night.
I also live in the South Scottsdale area my kids attend the public schools here(Tonolea elementary, Supia Middle and Coronado High) . As a parent, I'm impressed and proud of the Scottsdale school district and would highly suggest not only the school district but the area to consider living in as well.
These areas are very close to GCC(Gateway Community College) and ASU's main Tempe campus.

For what its worth, if I wasn't a diehard Phoenician, I would be investing in Texas in a heartbeat.
I've lived in Georgia for just over a year, Brunswick to be specific with a brief stint in Hotlanta and absolutely loved it. I've also spent time in the Dallas and Austin(thankfully, I stayed away from Houston) areas about 10yrs ago building up a franchise that I eventually sold off my ownership. I never was able to enjoy the time I spent there and admittedly regret it.
To this day, I still feel a jealously of Texas and its seemingly constant opportunities. If I were a betting man, the big Tex would have my vote for at least the short to medium term investing opportunities.

As a Phoenician, sweaters and pants aren't usually on the list of clothes that are hanging up or put away in drawers. Chances are, I'll be wearing cargo shorts, some chucks or sandals and a t-shirt.
I was hoping to buy a BP hoody but it doesn't look like we'll have time for that now :(

That was an interesting read to say the least. Its hard not to think that a letter like this is/was the result of some form of litigation from a previous transaction involving someone else and now being used as a disclosure to prevent future possible litigation.
Whats it really like in that area? The letter made it seem to be like Compton in some old 90's rap video...
