I actually co wholesale with a few others. It makes a good opportunity to branch out and make deals outside your normal location. So far so good, knock on wood lol. I haven't had an issue yet but we will see.  I had one wholesaler ask me to sign a general agreement for all deals between us. Others were just verbal agreements. For me, it makes sense to have and keep a good relationship because there in an opportunity for more deals.

I can agree with you @Mike H. about the taxes.  Chicago (and around) can have crazy taxes.  I know a guy that lives in the nw burbs that pays closer to 10k a year.

I work with some REI and wholesalers in the Detroit area and I hear a lot of "it depends on the location" There are places that are still a great place to invest, others, you roll the dice. I hope @Peter Grosso is correct with the direction Detroit is going :)

Best option is to find a wholesaler in that area that is willing to do a co wholesale with you. I have a few relationships like this where we split 50/50 the profit.  Worst case you can do it as a bird dog but you typically get more $ as a co wholesale.
