Definitely look for Value Add opportunities. $25k would barely buy a rental in a rough area but doing some Value Add (through Hard Money or Conventional, @Tim Swierczek does both) would make your money go farther.

Could also find deals from wholesalers, but look for Value Add.

The above responses are all valid. Very true it's not Apples-to Apples comparison since the markets, tenants, contractors, political goals,... are all different (my assumption)

If you're trying to self manage, I'd definitely stick to your B criteria. If you're looking for higher ROE then consider Professional Management to handle your holdings so you still buy time. 2% is great but the appreciation upside isn't as likely so you'd have to buy at a discount to refinance and get your funds back in a few years.

  2. How are you sourcing subcontractors when referrals aren't available?
  3. How are you estimating your rent amounts? 
  4. Do you "always" turn over certain rental features after each tenant? e.g. always kilz, replace carpet,...
