That was how he presented to me, however there isn't any reason that I know of that it had to be for 55 and over only.
All the permits are in to start work on the land. I have a building plot plan as well

No I didn't, I think I should go back to the owner and ask some more questions, this price is for the land only of course, and I can guess that there would be other questions from potential buyers

@Shawn Gardner Hi Shawn, one way is to check RE websites like zillow or realtor.com the more the better. It will show homes that sold and the price it sold for. Make sure you look at comparable homes and the most recent sales dates. It's not the asking price but the sold price, it's the sold price that shows what the house was worth. Hope this helps.

@James FrieryI just wanted to clear up the section 8 comment I had 2 sec 8 tenants and they have to work to be on section 8 at least in the 90's. They were both good tenants. You had to work to be able to get on section 8 at that time.
The only reason I sold my 2 family is because it was my first house so I did not buy it as an investor I kept it when I moved out but it only made 100 per month. So for me not worth the effort back then. I had it for 15 or 16 yrs.
It's DSS that you do not work and I would stay away from them in my humble opinion.7% seems kinda of low but I'm no expert.
