I'm not sure what you decided, but as a former employee of a city redevelopment department, I might be able to shed some light.  When cities sale property to private owners, they generally come with some stipulations.  It's possible that the owner did not fulfill his promises and might be trying to pass the headache on to someone else.  A title report should list any liens on the property as well as if the redevelopment authority placed any restrictions on the property when they sold it to the current owner.  It may not be worth the hassle.  However, if you decide to pursue, it might be best to get an attorney.

@Cameron C.  I completely understand your situation.  I've been a real estate broker for the past 3 years while also having other "full time" jobs.  I've worked for a redevelopment agency with a local municipality and now I'm a property manager at a university.  One thing I would definitely suggest is that you consider what the end goal is for you.  Do you want to do real estate full time one day or do you want to make it more of side gig?  And whatever the end goal is, you should align your decisions to that.  You also have to become very good with time management.  Lunch breaks, bathroom breaks, etc are opportunities to return phone calls, respond to emails from clients and other agents.  A lot of your potential clients work M-F, 9am to 5pm.  So this makes effective use of your nights and weekends critical.  And I never tell anyone I'm a "part-time" broker.  I'm just a broker with non-traditional working hours. :-)  You also may want to consider joining a company that has a real estate team structure.  A lot of times I can't make it to my brokerage office.  However, several of my team members are there daily.  So if a fax comes through for me, my team lead doesn't have a problem with forwarding items to me.  Why?  Because as I do better, the team as a whole does better.   Many people may see it differently, however, this has just been my experience and I hope it helps!  Wish you the best in your future endeavors!

Most who join, do so without benefit of any exoerience, let alone brokers license as you have achieved.

Now, look for opportunities to help others, give your unique perspective and let others know the type of deals that interest you in addition to your shirt and long term objective in other threads. Remember, it's about the other guy's problem that you benefit by solving.
