First and foremost the information that everyone has provided has been great.
You may want to contact @Nick Giulioni and myself. We both have experience in these types of issues and we are local to the Indy market. I am Realtor and I have access to everything you would need to move forward with filing complaints with the IN RE commission and the local board. I will provide you with names and websites. I can also find out everything about this person's license in less than 10 minutes. Other than just those things I would advise that you contact the IN attorney general office. They are really starting to crack down on these types of behaviors. DM me if you want the help or contact Nick.
If Steve is offering your help - you should take it!

All of that is great advice. This has happened to be before... and it sucks! I'd be more than willing to help out here locally.

You should contact @Nick Giulioni and Off Leash Construction. They can help you with your contracting needs. Nick was an OOS RE investor who started investing here in Indy years ago. He has since started up Off Leash because he saw the need for reliable contractors.
Property management companies in Indy. There are plenty to choose from but you will need to find the one that works best for you. Most of the PM's are about average, they are good but make mistakes. If you are looking for the perfect PM who will have perfect pricing, with perfect leasing and tenant placement, perfect communication, etc. they do not exist anywhere.
Here are some companies that have been doing business in the Indy market for 10 or more years.
Lee Smith with spouses buying houses - https://spousesbuyinghouses.com/
Josh Compton with CityPlace RE and PM - https://www.cityplaceindy.com/
Jeremy Tallman - T&H Realty Services- https://www.threaltyinc.com/
Max Richter - Wilmoth Group = https://wilmothgroup.com/
There are a few others but this should get you started.
Remember to do your own due diligence never just assume that if someone recommends or suggest a company that they will work best for you. You must make that decision on your own.
Disclosure - I do not work nor have I worked for or am I receiving any compensation from any of these companies that I have suggested. These are all companies that I have worked with on transactions or associated with in my 21 years of RE investing here in Indy. I am strictly a 3rd party Real Estate Consultant.
William - will reach out! :)

@jonathan would love to chat with you! I started Off Leash Construction because I found that all contractors sucked... and thought we could do it better!
I'm a new spec builder and rehabber/flipper in TN and southern KY. Considering the Indy area. I'm looking for someone reputable as well but I will only pay as I go as I don't and won't pay out a bunch of money ahead of the job. That's just not good business and seen to many get burned that way.
I agree that a lot of people have been burned doing that (many of our current clients came to us because of that)! With that said - do you think a contractor should have to finance your job?
You should work with reputable people, and only put a small percentage down to help the contractor get materials to get things going. Then you pay for work that has been completed. Generally it's better when your contractor is working for their next paycheck instead of their last.
