We've done alot of insurance work on fire damaged homes/apartments/building. I would buy these properties any day of the week. Regarding costs:

Typically, the asset is not a complete loss. In these scenarios our costs can be similiar to rehab costs.

When the asset is a complete loss we can typically reuse the foundation and build new so, our costs are similiar to new construction less the foundation but add the demo.

Most likely a well. In our area you need to pull a permit to abandon a well. The proper way of doing so (around here in Virginia) involves pouring bleach down the well and filling it with concrete. Its a pretty easy process.

If the authority having jurisdiction requires the work you are proposing to be permitted then I would get a permit. Its a necessary check that your work and the work of your subcontractors, is up to code. Tenant safety should be a primary concern regarding your liabilities. Besides, what are you really saving by not getting a permit?

Always, pull permits when needed. I'd rather sleep at night.

Try looking into multifamilies in DC if that area appeals to you. The reasons I say this is that DC has a wider selection of multifamilies than N.VA, if your buying and holding long term then you wont mind the TOPA laws (reduces competition) and the appreciations in DC is outrages right now.
