You can try to fight it, and you may get some. But regardless,  the sheet rock and anything wet has to go! The tile grout has to be cleaned too.  Of course you can save your upper cabinets.   The plumbing is okay unless the water has seeped around subflooring.   Get your shrimp boots on(white rubber boots)

I'm not a landlord-yet, but don't do it!  Thankfully your properties did not flood.   People in Texas are in a state of shock!   The renters may not only be having trouble with the rent-they don't know yet if they have a job!!  I waited several weeks after Katrina to find out my employer was closing!   If they have to leave/relocate you will recover quickly.
