Out of state us great, lots of opportunity there. But have you looked into areas just outside of Santa Cruz like Felton, Ben Lomond, and Boulder Creek? Lots of opportunity depending on what you are looking for.

Have you considered buying something with a conventional loan and then refinancing into a VA a few months later? This would make your offers more competitive and you could still get the advantages of a VA loan at a later date.

You may want to look into other areas that are near the Bay Area but less expensive. Ben Lomond, Felton, and Boulder Creek are just over the hill, near Santa Cruz, and have a lower entry point. Like the Bay Area, they have strong markets with healthy appreciation and rents - hard to go wrong with the right deal.

I can only speak to the investor side. I ended up using a CRM called ForeFront and it has been excellent. ForeFront focuses on lead follow up and tracking and is specifically geared towards investors. It is still new and is constantly evolving as the creators make it better and take in user feedback. I highly recommend it for investors.
I am not sure that this system will integrate the way you want, it is not really set up for that. I never did end up using FUB but it did look promising. Sorry I could not be more helpful!

Would Follow Up Boss work well for an investor? I know it is geared towards Agents and Brokers but I have been reviewing its functionality and it seems like it could work well from an investor standpoint as well.
I would be using it to manage lead and lead sources and to automate follow-up using emails and texts. I also plan on integrating it with Mojo Dialer. I am in the process of hiring a VA that will end up managing whatever CRM I end up using.
