@Garett Koehler you are not far away from both Cincinnati and Columbus so while you are remote and may need a property management company you are also close enough to make regular visits to any building you purchase to see how things are going.  In your case if deciding to go remote to one of those cities it would be wise to tour the buildings you want to consider for purchase yourself and to interview property managers in person to get a feel for how they do business.  Ask them which buildings they already manage and go visit those buildings.  It may not hurt to chat with tenants in those buildings and ask them how things are going as someone who is considering their services in the future.

I agree with @Kyle Burnett, for a "legal" rehab you will need permits.

I am not sure I follow your question. Do you already own the property?

Anyone can obtain the permits whether owner of the property or contractor.  The owner can decide who will do it based on the agreement with your contractor.

@Aliz Raksi I agree with DL Martin that Mt Washington is a good place to invest.  Since not much is available in Anderson my next purchases will be in one of the surrounding communities of Anderson like Mt. Washington.  

I do think Cinci has had a lot of run up in the investment market. There is a lot of money from out of state chasing properties here so prices are  at lofty levels relatively speaking for the Cinci area.

@Aliz Raksi I live in Anderson close to the area you are talking about and have a couple of comments.  

The property itself lies in Mount Washington according to Hamilton County Auditor records.  Anderson Township has it's own school district and Mount Washington falls under City of Cincinnati schools.  If it were actually in Anderson it might be a better deal as multi-family is in shortage in Anderson.  Not so much in Mt. Washington.  The fact that you mentioned it being in Anderson caused my interest because I have been looking for multi-families in this area and am pretty familiar with what is available here.  That is not much.  I think there is one four family and the rest are large (50+ units) apartment complexes with a few duplexes mixed in here and there.

 Last sale for the property was in 2011 and for $325,000.00.

@Account Closed the departments will share info with each other that is for sure.  If you want to keep the building then maybe best to figure out if that is all the neighbor is after, a better building. If he is after more he may continue to deliver drama in which case an attorney letter to him (depending on what he does) may be in order.  Reporting violations to the inspection department in and of itself is not sufficient enough to send an attorney letter IMO.

@Account Closed  maybe the neighbor does not want tenants after living next to a vacant lot or maybe he wants the building either way best just to deal with what the city inspectors cited the home for and ignore the neighbor as others suggested.  The City should be inspecting and citing at one go and not saying multiple things over time. If that is the case then I would have a talk with the supervisor and ask why aren't all issues being stated at one point in time.  If it is the inspector not doing their job that is another story. After a while the inspectors will tell the neighbor to zip it.
