@Joe Schaak thanks for your response! I never got notified for whatever reason and was scrolling through my profile and came across this again. I actually closed on a cat 2 a few weeks ago, fortunately the report was available on the mls. 

My advice would be not to let your fear stop you from taking action. If you have educated yourself which it sounds like you have go ahead and take that leap of faith

You should read the book estimating rehab cost by Jay Scott you can buy it on bp or amazon

Look into the brrr strategy. Buy , rehab, rent refinance it. (If the numbers work) once it's rented out , find a local credit union or bank to do a cash out refinance , get your cash back and potentially do it all over again.

Mike Vo do you know of any local hard money lenders? See if you can get a pre-qualification letter from them , and let them know you would like to purchase a property using them as your lender
