That's a little nuts on his part. If he's military he should know that aiming at anything living is a no-no for a "joke".

This guys kind of sounds like a nightmare. Anytime they get into "my rights" stuff you want to be careful. 

You need to defer back to your lease and your tenant/landlord laws. 

We would make them provide keys and if their lock swapping caused any damage... Invoice them for it.

If you are going to do anything with the SD other than return it, or deduct repairs from it, make sure she has agreed to and signed off on it in writing.

You need to re-establish proper expectations. 

You need to stop collecting partial rent payments. The only people we take partials from is one house where there is 2 couples living together that each cover half. 

We do work with otherwise good residents once in a 12 month period with regard to waiving their late fee. 

I would walk them through @Marcia Maynard's comments from above. 

Is this a resident you placed? Or inherited? We always INSIST and verify that our applicants make atleast 3x our rent. This cuts down on things getting tight and you getting shorted.

Sounds like they are probably committing a bit of Homestead Fraud for the tax break. 

I would skip trace them. 

Skip Genie, Spokeo, or a similar tool should pop their phone number for you!

Just make sure that you frame/control the conversation. If they have an objection overcome it and redirect them where you want them to go. If you start to leave dead air their doubts/fears will take over in the call. 

I also don't ask anything public records can tell me. I would even go so far as to recommend pulling some of that data ( if you can) and using it. 

"Hey I'm calling about the house you guys have for rent that was build back in 2010 on W Elm."

The more you appear to "know" what you're talking about the smoother the call will go.

Happy to help man! We've bought a few deals this way. One was a duplex. Awesome cash cow. All in for low 30 thousands pulls in around 1150 a month in gross rent. (not in a super hood area)

Another vote for removing the trust worthy/honest. Telling folks you have integrity is like telling your date's dad on prom night that you're a nice guy. They're now questioning it...
