I would call department of licensing and ask them directly. They are usually really helpful when I need clarification on the RCW's.

We have an Attorney at REAPS, his name is Doug Owens. When the contractor registration law came in to effect several years ago he was the go-to guy who could answer any and all questions....you can google him if you want to make sure you are clear on your resp...or shoot me an email and I can send info.
