I just used my HELOC for a down payment on a buy/hold. I can't see why you could not use one for a flip.

My wife is WAY better at painting than I. I am extremely impatient, which likely leads to problems.

How well do you calculate this property cash-flowing? The rent is only 0.8% by my calculation.

Most, if not all of those things do not sound like the tenant is responsible.

At home we have some Leakfrogs, small water alarms. One of them did detect a leak for us.

There are also systems which will shut off the water when a leak is detected, but I don't know much about them.
