I wouldn’t do the Cape - it’s too short of a season.
Most of the demand is July and first half of August.
Barnstable now has a 14.5 % short term rental tax and I believe some other towns are following suit.
Seen a lot of people try it for a year and throw in the towel.

Also - we ask if its a primary residence so we can make sure to get the mailing address since they don't live at the property.

Could be for a number of reasons, depending upon the type and scope of work being done.
Being on the Cape, second homeowners often rent out and want work completed before Memorial Day
I would just ask him why he asked that question.

The $ 17k seems realistic. Ask to see some of the jobs they done with a similar scope of work.
Sometimes if contractors aren’t interested in a job or are overly busy they throw out a high price rather than tell people they are aren’t really interested

As a roofer we typically get 33% with a signed contract. This helps weed out the tire kickers and avoid deadbeats. I could see 50 % for a trade where material costs comprise more than half - like solar or where special order or custom such as kitchens.
Painting however is different - most of the cost is in the labor.
Get another price if he’s not willing to back down from the 50% deposit.
Also consider using someone who is covered by a liability and workers comp policy
