I buy everywhere and anywhere in the city limits, only neighborhood I don't like is north heights. I've bought from $6000 to $220,000 all just depends on the deal.
@blake you see that one across from your yellow house at 4311? Decent deal.

Amarillo building safety is overly nosey and hard to work with. Property taxes are outrageous, and I'd go out on a limb and say your mom doesn't really knew what she's getting into as far as property management.
Maintance is going to be a killer, what are your plans for make ready and minor Maintance issues? If you call a plumber for every little issue, it adds up quick.

yes I would reuse those ducts as it will greatly save you.
Again, for your market area you prob don't want to replace any windows if they work, maybe the front windows for curb appeal.
What neighborhood is this in and what's the square footage.

what would you do for water?
Land can be had cheap outside Amarillo, $650ish an acre 10 minutes outside of town, depending on the direction.
5 acres next to some land I own has been sitting for $7500 asking price.. It seems the lot rent wouldn't justify the cost associated with making roads, digging wells, and doing whatever else would be needed for such a park, plus I'd think it'd lower the value of the rest of your land being next to a trailer park.
