Tell the water company you want your account marked as a landlord account, you'll sign agreement, whenever tenant leaves it automatically switches back to you.

I had 1 bedroom of a 3 bedroom by dunn loring metro for $290/month in 2005 in the prime of my frugality.  I dont see having expensive house in moco as a bad move now due to appreciation already 80k in 5 years since buying

Lot of non profits dump interns into DC that need housing, minority access, the washington center, many others.  Hit them up with your proposal.
