There are certainly rental owners in San Antonio who are able to rent without repairing the foundation, but it's difficult to give a straight answer without looking at a couple factors.

What neighborhood are you in? What price are you renting at? How bad is the foundation issue? Do you need financing? 

If it truly is only a minor issue you could most likely get away renting without touching it, but 8K does not sound minor for our area.

Couldn't agree with @Joseph Cacciapaglia more. So many metrics to look at besides that rule.

Appreciation is such a big factor for the long term investor.

From my perspective I actually still have quite a few active buyers. For sure though it has to be a better deal than before covid, but I've been able to help them find those.

Learn and put things in place to get started. Be laser focused, not the jack of all trades. Find what works for you, become an expert.

The only time I would suggest using a HM loan on a rental property is when you literally don't have enough cash to do the purchase + rehab without them. For flipping is another story but the only advantage with rentals is that they can make you as competitive as a straight cash offer without you actually having to pay the full amount.
