In michigan, if something is not to code its called grandfathered and you don't have to fix it.  You do have to fix it if you doing a remodel or something of that nature.

What did he actually do?  Did he give a price for the repair?

When I was a landlord and I got out of it I had this same problem.  My record is 7 time the condensing unit was stolen.  We started building steel cages around the unit and that stopped them.  Ugly as all can be but it stopped the crack heads from taking the units every week

The most important thing you ask him if you can go to a property that he completed and meet the owner.  If he says no you run away.

I would reach out to local flippers or contractor and present the deal.  If this was in michigan I would jump on it

I would pass unless the numbers support it for a long duration sales time.  I think you might have a hard time moving the property even if its in perfect condition.  People look at the surrounding area
