I gave up my W2 day job about a year ago to pursue entrepreneurial dreams and it's definitely a wild ride of ups and downs but full of experiences I wouldn't have gained elsewhere. @Al Williamson could probably provide a better answer on the underlying issue portion, but certain soils just aren't good for building on so the underlying problem may only be resolved through additional measures such as underpinning or piers which drill down into the rock bed to stabilize the structure.

@Satya Patil the two I'm familiar with are Bay Area Underpinning (they cover the Sac area) and Foundation Repair of CA. That price sounds reasonable.
Houses can settle over time, the 1.5" and the 0.5" could be a major slope in a 900 sf house, but may not even be noticeable in a 3500 sf house. How old is the house if this has gradually happened over 100 years it may not be an issue, if something changed and it's sunk 1.5" in the last 3 months say due to the massive amount of rain we've had you may have a grading issue. Lots of factors to consider here.

@Jeff Yates welcome to BP! The market is hot right now so it takes a bit more effort and creativity to find deals locally, but it can be done. Or take the time to educate yourself now and be ready when the next downturn in the cycle comes.
