If you really feel you can eek out several hundred dollars each month, I would say yes.  Generally, your rent amount doesn't increase that much with the extra frills.  However, it is market dependent, so if it works in yours, then by all means.  If your confident in your analysis, and it is showing that you will improve your return by the improvements, then go for it!

I would put in as little as possible to make it liveable (e.g., not a slumlord).  There is no real reason for the extra frills as most people pay for the location, sq ft, and # beds/baths rather than the amenities.  Just my $.02

Rentometer is great!  You can also ask property management companies in the area.

If the cashflow works at 15%, that's what I'd go with so that you can pay the loan off.  However, with rates being so low, it's really hard to go wrong with the low payments associated with the 30 year.  I think it's a personal choice dependent on your risk tolerance.  Do you want free and clear properties or do you want to use leverage to the hilt?
