I haven't witnessed the housing authority denying rental increases if done properly. They usually will work with it. 

You would get a bracket that is maximizing their income to get into a cheaper place. Higher rents demand a tenant to show they can make 3x the rent.

Let me tell you one thing is don't beat yourself up and be sure not to compare yourself to others. We all have our forks in the roads and lessons we learn at different times. You can do real estate investing, your very smart with a lot of potential. Put the work in and get started in the right direction. Your husband will be there to support you and you are house hacking which can send you so far ahead in the right direction. With house hacking you can eliminate a mortgage and save serious money to use for other stuff. I am doing this as well and believe it is the best way to get started. Run the numbers multiple times and be realistic with yourself. Always have reserves and you should be good to go. Landlord insurance and or umbrella as well.

Sounds like you have it figured out. Just be sure that rent is collected and if you like have someone drive by to check on things if you are that worried. If you have decent tenants then they will reach out if any issues come up. Enjoy yourself and have some fun.

Month to month isn't a bad thing at all. If any issues arise it is a 15 day notice to get them out of there.
