I think you would only charge them if you had evidence to believe that misuse caused the damage.

All state laws I'm aware of provide that if tenant misuse leads to pipe repairs it is their responsibility.

This keeps my money secure and I don't have to worry even if someone tries to misuse my account. 

I would relay to the landlord that it is a structural defect in the property and not due to your misuse.

I would be very careful in pursuing additional loans on your VA entitlement like Elizabeth has done until you are physically in the house.VA loans are a great program for us Vets, but misuse/abuse of the program can lead to very severe penalties.  

They will have had to have an egregious violation - usually misuse of funds - in order for anything serious to happen.
