Reminds me of food stamps, another failed government program.Rich people and drug dealers in corvettes running around with food stamp cards. 

Between the hassle of the local unrest, the homelessness, the drug issues, the mentally ill in the streets, the oppressive ordinances, high cost of living, and police protection being called into question, I would advice commuting into Seattle and living in one of the satellite communities.

Drug house down the next block (you're violating the zoning man!).

Like a criminal spending 23hrs in a cell can find ways to sneak drugs or create weapons.

In my high school years and college years I was partying and doing drugs instead of focusing on my future.

If you stop and think about the disasters caused by doctors actually prescribing unneeded drugs or performing unnecessary surgeries, you'll realize they're taking no risks. 

Some definitely do, which alleviates the risk.

Turns out it was broken into the night before, there are a lot of drugs in some areas....  

They find all the cash on me & the assumption is drugs.

They receive a receipt for their records, thus alleviating any payment discrepancies.
