Here in Florida I have never seen it turn out favorably for a landlord to dispute this.

@Rosie Geller let me start of by saying I was in IT including live broadcasting of International tennis tournaments, so I have experience in security and security cameras.The problem with using security cameras are:- the resolution at night usually isn’t good enough to make identification unless you buy REALLY good cameras which will cost more then the AC unit you lost.- even if you get an alert, the response time of police isn’t fast enough and your equipment is long gone.

The relatively inexpensive cost of the appliance does not justify the possible maintenance responsibilities or the chance of creating tenant disputes.

It took me 15 minutes to file online, it was an easy one as I had an appraisal from Oct last year but 6 hours after I turned in the protest they returned their resolution.

I'd recommend having a professional dispute it (like Texas Tax Protest or one of the other companies listed here).

This fact alone disputes everything claimed by HVA franchisees.  

I was hopeful this post wouldn't turn into another Civil Liberties dispute, but it has.
