I haven’t met nor worked with this GC yet so take my recommendation for what it’s worth , but I had a good rapport with this Polish contractor named Tomasz Balka.

Polish the heck out of an efficiency or one bedroom.

You had a big influx of immigrants at about that time- Polish, Italian, Irish, etc.

Just keep in mind that you can spit-polish a D-class property and still get D-class tenants and D-class rent.

Upon inspecting the property after move out, I discovered the tenants had applied a polish/wax to the floors.I had two flooring experts out and they both assessed there was no way to remove the polish/wax and restore to the matte finish. 

Sometimes garbage is exactly that...but sometimes you can see that diamond in the rough and be able to polish it up and the returns will  be great!!

I've been around houses/building/construction my entire life and a weekend of painting and polishing floors sounds relaxing to me. 

I polish and repaint, pay attention to curb appeal and all those things that bring in great tenants. 

Tenants will never care about how you were on your hands and knees polishing those wooden floors caressing them with all your love.. and bloody palms.On the other hand, in a low income house you really do not NEEEEED to put in hardwood floors.
