You'll still want to do the marketing and get it into app stores, but you can certainly hire people to write the code.Realize the barrier to entry is VERY low for writing an app.  

Do I go through one property by one property (will be extremely time consuming to physically inspect all the properties since they spread all over the Bay Area - and that I'm still working full-time at my current job - and make each offer one by one? 

Help yourself and learn the business by physically being able to go to the property, manage it, AND the tenant.

I'm looking for help in terms of seeing the property and getting more information on the property so I can then make a more informed decision without me physically seeing the property.

I was willing to put work into it; physically or financially.I began chasing after my passion last July (2015) by doing as much research and self-educating as I could.

From there I evaluate the properties physical attributes, perceived desirability, and finally the broker provided numbers. 

But I'd love to hook up with an appraiser or someone experienced at rehabs who I can help out and learn from for a year or two.  5 years in the Army I don't mind physical labor!

Fiverr and Upwork are great sites to have the concept drawn out into physical form, but I would suggest talking with a branding or marketing expert.
