If I wasn't immersed in this market and was looking for somewhere to passively invest for ROI I wouldn't be picking New Orleans either. 

You might consider getting your RE license to immerse yourself in the business and provide income as I suspect the number of people who are able live off rental income especially early on is extremely low.

There's a lot to learn so try to immerse yourself as much as possible!

Budget isn't really an issue and the plan would never be to do them myself long term but I remember with residential the way I learned best was to just immerse myself in the process then once I understood it, I'd hire myself out of it.
