Thanks Justin, so maybe its in an higher crime zone? Do you know anyone in Phily? Who gave you the tip to this house or is this house on MLS/Realtor.com?
My first attempt is to send anyone to this house to show it. It can be an realtor/agent but even an handyman. Is there a lockbox on this house?
I know many questions but if the house not sold with all these price drops then there should be a hidden problem.

#1 question for me is, "Where is it located? Which town?"

Wherefrom came the net annual cash flow of $575k? You saw on an P&L statement from the seller? Did you get an rent roll of the last three years, maybe the tax statements of this park?

with an gross income of $26,700 you will net $13,400 a year with our 50% expense rule but if you can manage this propertie yoursalf you can calculate with 45% expenses include vacancy (yes I'm conservative) so you expect an CAP rate of nearly 9.8% at $150k and this is good for owner occupied properties.

If you want this propertie and there was no offers in last 4 months I would say start offer with only $130k revise up is anytime possible.
Do you know the condition of the house? Is there any rehab to do?

Got an hot tip in Albuquerque, NM, up to 700 people and there 6 other hotels/motels in walkable distance. So rates start at $69 per night or in convention hotel from $119.
Own event director for this hotel and free dates available for weekends september 2013. Shall I call?
