He lives by himself? If he can provide paperwork regarding rehab, then I would probably let him go.

Never pay upfront, always pay once the job is done or set deadlines for payment. 25% of the job is completed they get 25% compensation.

Provide her itemized detailed report of damages and how much it cost to fix. The rest can be returned to the tenant. What does it say in your lease?
