I am so excited to be a part of the BP community.  I've been listening to BP podcast after podcast, reading many articles from the website, and I'm working my way through "The Book on Investing in Real Estate with No (or low) Money Down".  I swear, Josh and Brandon's voices are the first thing I hear when I wake up, and usually the last thing I hear before bed.

My intention for joining this community is to build mutually beneficial relationships based on education.  I am here to be a student AND a teacher, and serve in any way I can.  I look forward to collaborating with individuals, sharing opportunities, and ultimately expanding my RE and financial IQ while building community.

I currently live in the Sacramento area of California. I think that I have a limiting belief that because the RE market is so crazy in CA, REI will be extremely difficult. I am committed to proving myself wrong ;). Let the games begin!

First, thank you everyone for your input.  What a fantastic platform!

@Roy N., I agree that unless there was an earthquake, the markers should be there.  As for offer being conditional on satisfactory soil, are you suggesting that this is in fact a cost I, the potential buyer, would cover?  And if the soil tested as unsatisfactory, I just eat the cost of the P&M test?

@David Dachtera, thanks for the info.  The broker had marked up topo maps of the property, and we all went out and tried to find the boundaries based off the maps.  Again, no markers were found.  I'm wondering if the markers were never put there in the first place, but they must have been if the land was surveyed during the subdivision, correct?

@Jo-Ann Lapin, thanks for your response.  Is it normal for there to be several out of pocket costs for the potential buyer during the discovery period?  We definitely want to do our due diligence and make sure we're getting all the necessary information before pushing through.

Hello BP community!  Question:  when buying raw rural land, whose responsibility is it to 1) perform the perc and mantle test and 2) put up the property markers?

My fiancee and I are looking at a piece of land in CA that has been on the market for about 3 years.  It has been surveyed, and at one point there were markers, but after 3 years of weather, the markers have disappeared.  We requested that the property be remarked.  The broker said that it would cost $450, and that this is something that would be covered by us (the potential buyers) during the discovery period/escrow, and probably not refundable.  We replied, "How can we even make an offer if we don't even know what we're buying?".  Also, I am not going to pay for someone else's property to be marked - what if we end up not purchasing??

Same story goes for the perc and mantle test.  This test needs to be performed so that we know what kind of septic tank options we have for the property, and thus the type of structure we can build.  The broker said that we are to also cover the perc and mantle test during the discovery period, and that this is also probably not refundable.  Again, how can I make an offer on a property if I don't know the potential (septic/structure, etc.), and I am not going to pay for someone else's P&M test.

Whose responsibility is this?  It's my understanding that the seller is not too motivated, which is why he's insisting on not paying for the new markers and the P&M test.  But surely the potential buyers are not responsible.  How can we make an offer if we don't even know what we're buying?

Thanks BP community for any help/insight.  We are totally new to real estate, and have already learned heaps through this first property experience.
