I would just send them an itemized bill of all the damages/repair cost, certified mail on how the security deposit was applied and a with a balance, including the water bill. If for nothing else to have some documentation for yourself, in the even that they try to take you to court to recoup the deposit, you have your documentation.

Regarding everything else you may want to consult a real estate attorney or leave it alone, they are gone and you can screen a new tenant and possibly raise the rent.

Don't get involved, make the check payable to both parties and let them settle how they will split it.

Start being friendly with the neighbors, my experience has been if you get a neighbor or two on your side (so to speak), they tend to look out for you. if you are comfortable with and have the proper permits to carry a gun, then do so. Work the hours you are comfortable with, typically daylight hours and if possible, lock your self in the property and always let someone know where you are.

@Tom Goans I have in the past, however since it's easier for me to collect all the rents at the beginning of the month and track all payments. So all my tenants are rent due on the first late after the 3rd, and late fees apply unless tenants notify me any challenges in paying the rent on time.

I have a good rapport with all my tenants, so they are open to communicate with me regarding pay dates and any challenges they may have about paying. However, even if I know they are going to be late, I still send the pay or quit in the event they don't pay as agreed, then I move forward with a securing court date. If they bring the account current prior to the court date, I withdraw my unlawful detainer petition in wriitng form the courts.

Hopefully the prior owner will return the check to DSS, have the tenant also contact the DSS office regarding the mistake, you may also want to send your required local notice of pay or quit to the tenant since you have not received the rent payment. That may help with getting the DSS office involved into recouping the funds from the prior owner. You may also want to contact the attorney/closing agent who should have the contact information for the previous owner.

They live with family members, hotels that charge a weekly rate which typically is more expensive than an actual apartment or SFR. I work with tenants that have credit issues, if I feel as though they have good intentions based on our conversations, I will give them a chance, but I stay on top of the paperwork in the event they don't pay, then I proceed with eviction, so I don't lose a lot of money and I don't have a heavy turn over.

I don't have any mutli family properties, however I don't get involved in with any of my tenants bickering for my single family properties where they are actually neighbors. I don't want them to feel as though I am taking sides or have a preference of tenants. But I think you have done all that you can do, unless a tenant breaks a tenancy rule then they would be in default.

@James Hathaway Leaks can cause mold/mildew as well as floor and subfloor damage, which can affect and or hurt the tenant below as well as the tenant in question, which in turn can possibly cause a lawsuit to the owner. I would send an "New Management/Owner Introductory letter, notify the current tenants of the new ownership, contact number for maintenance and advising them that inspections (schedule and coordinated with the tenant) would be made of each unit to assess for repairs/upgrades/maintenance to actually get into each unit . You may also want to be careful with how you deal with the tenant in question as he/she may be under a protect class for a disability.
