I believe the HUD guidelines are two per bedroom plus one, so for your apartment it would be a total of five allowed to live in it.

You need to honor the existing lease. Then at renewal time you can renegotiate the rent.

After twelve years it needs a thorough painting. Just paint it and move on. Feel lucky you had a tenant for that long.

You can't charge for a dog unless the lease says that you can. Their lease ending at the end of September is actually a good thing for you. You have a chance to tailor the next lease more to your liking. With market rents and pet provisions.

If its your washing machine and you rented the apartment out with a working washing machine, it is your responsibility to continue to provide a working washing machine.

It is much better to have the seller evict prior to you taking on ownership of the property.

I'm guessing that what @Jordan Moorhead is referring to is that with that price to rent ratio it will usually be in a less than ideal location.
