I don't know much about the market in Fond du lac but that looks like its retail price.

Tenants pay water/sewer?

The insurance seems  high I think it would be around $55/mo but again not sure of the market.

I would offer $60k to $70k to see response.  Find out what they owe maybe you could purchase subject to?

You could donate it to Habitat for Humanity or try to sell it to the neighbors.

I have been to several auctions in the past have and have purchased  one but nothing recently. 

The same bank holds  both the second  and first mortgage so i didn't see anything  in the notice  that would  indicate  which mortgage  was foreclosing. The owner told me they  think it's the 2nd mortgage  foreclosing but did really now for sure.  I am waiting to see the  paperwork.

I am looking at a property going to Milwaukee sheriff sale in a few weeks.  How do you tell if the mortgage is the 1st or 2nd mortgage if the bank holds both?

If your lease has the 7 days clause you are safe to throw it way. The law changed last year.  Here is a link to an attorneys blog that helped write the law.

You could join the milwaukee reia there are a lot of different  investors available and willing to help.  Also look for people  rehabing  houses in the neighborhood you are targeting. 

I got a house under contract  and called a guy rehabing a house two blocks away and he bought it.

There are lots of opportunities for Historic houses in Milwaukee. You can  check out the city of Milwaukee website to see some historic tax foreclosures they have for sale.
