Lead paint was finally banned for home use in 1978.

Houses built between 1930 and 1950 may have asbestos as insulation. Asbestos may be present in textured paint and in patching compounds used on wall and ceiling joints. Their use was banned in 1977.

This is simple if the smoke is leaving a stink in or around the building that is damages.

The stuff they smoke now is super charge and stinks so the smell is an issue.

I would explain the issue in simple terms of the stink leaving smells that will have to be treated to fix it.

Are you talking to a general contractor? if so any one worth their salt will know what to do.

Who to hire what should get done etc.?

If you are hiring subs for each job you need to know what to look for. It saves you money but you could get hosed of not up to speed on what is going on.

Here it seems to be around  10% plus fees for ,repairs ,finding a new tenant ,eviction etc...

I would  hire someone that you can look up see how their track record is .Their are outfits out there who just want to collect and do nothing some can get too big or just too green .

Vinyl planking is all the rage with reason, it can get wet not bother it much.
There are different grades some are water proof.

I have put vinyl planking in several SFH so far so good.
