Why don't you just do a cash out refi while you are still an owner occupant of the place in Martinez.....then when you move you simply rent out the house for cashflow......and you will also have some money to help you out when you move.

Respectfully............everything you mentioned are basic things your Realtor should be walking you through on this my man. You may want to ask him/her these things and if you already have asked and your Realtor didn't know those answers you can simply ask them to ask their broker. That's part of why the agent ang the brokerage is getting their commission.

Before we go to far in the weeds have you and/or your girlfriend taken the most basic step of being pre-approved with a lender yet? Not pre-qualed (everyone has one of those offers) but an actual pre-approval? If not, then this is all simply an academic exercise my man.

Put a Section 8 or Abode Program tenant in that "rent controlled area" and you won't have to be as nearly concerned with rent control. I've been doing that for YEARS in the East Bay....particularly in Oakland and even during the pandemic I was able to request (and get approved) higher rents. Tenant doesn't care either because with the way I have done it the tenant doesn't even pay anymore out of pocket....the city, county or Abode does.

There are certainly many that TELL you they accept non-accredited investors.....the thing to remember is that most of them still strongly prefer accredited investors and most will still send you notifications on upcoming syndications that are still for accredited investors only. They will also most certainly want you to invest at least $50,000.
If you are an accredited investor you can join syndications on platforms like Crowdstreet for as little as $25,000

$2.77 Million DUPLEX in San Francisco. Maybe I looked at the wrong link you attached but it does not look like it is for sale....also....cap rate is not what you need to be utilizing to determine potential profits on a residential small multifamily. Lastly.....if one of the two tenants in this duplex in The City decides not to pay rent you can go broke very faster than a "bitcoin millionaire" trying to keep afloat on this my man.
