Shhhh……. Other posters……. I’m guessing Matt is a (rookie) wholesaler…… that’s why he is taking this approach.
Matt, I admire the hustle of trying to do what you are doing without a license. A suggestion my man is to team up with a wholesaler that is experienced with the nuances of Oakland and tell him or her that you will split the deal 50/50 with them if they will walk you through the process. It’s a win for you and a win for them and you will have a fellow wholesaler to network with.

Househack your first property in the expensive market. Maybe with an FHA or VA Loan...........let it appreciate.....then refinance.....take the proceeds and buy in the midwest or the south for cashflow while still living in the househack.
Repeat.

I'm actually speechless at one of the posters on this thread that is an agent. One would hope that when he has his own listing of a triplex with tenants in it, there are no agents utilizing "smart ways" to engage tenants after being specificlly told not to in writing. Code of ethics my man, that's what Realtors follow.

What part of the East Bay is your property in and what type of property is it?
Assuming you live in the East Bay, why did you choose to hire a PM? On my first few rentals in Concord and Oakland I self managed because that is the best way to learn…..
A SFR that's a rental in Moraga is vastly different than a 6- Plex in East Oakland even thought they are only 20 minutes apart.

Con: If this has become an "initiative" it will get passed. I can't think of a single municipality that this has come up as an initiative where it didn't eventually pass.
Pro: What I did when they started this rent control initiavie nonsense in Oakland I simply started renting out to Section 8 tenants. Why? Because if a person has their rent subsidized by the government here in the ultra-liberal tenant friendly bay area, the tenant is NOT subject to rent control. Even during Covid I have been able to raise rents in my Section 8 rentals out here.
