@Zillah Garcia, how is it going? Did you find work as a PM or leasing agent? I'm curious.. what made you want to get into property management?
PS: As I'm sure you already know, in most positions you'll need to be a licensed salesperson with the state of CA, so might be useful to look into getting your license :).

@Account Closed that is very true haha. I think that's what makes it tough to "see the future", because the future could be 1 or 100 years ;). One way to evaluate an area's potential to increase, can be based on other developments and planned job opportunities in the area. Usually a solid indicator. The other way to look at it is: do you think in 20 years it will be better than it is now? And if so, maybe that's enough. Doesn't necessarily need to be a huge hit to make money on appreciation, just depends on what are you are looking for.

@Aaron Bry and @John P. make a good point that prices are definitely still going up. But I think, like @Account Closed says, you can find deals, just need to keep an eye open. I'd check and try to connect with wholesalers in the area or a great agent, who spends all day seeing various deals and can help you find the best one.
In specifics, I think there might be some (maybe more than other areas) opportunities in the unincorporated sections of the county, as well as Oak Park. But really, I think you can find deals with some hard work and luck (and time) anywhere in the county.

I'll let some investors chime in as well, but I'd say that is not unusual for most deals that are floating around the market right now. There's definitely been an increase in prices and I think (what is driving some of that) an increase in investors looking to purchase. A lot of people have been complaining about not finding cash flowing properties in the area.
So... maybe some people are buying those and don't know any better, or they aren't as worried about cash flow (or are putting more down). Or maybe the deal will just sit on the market. Although some people might be OK with $200/mo/unit.

@Debby Chen, I don't have personal experience with this, so I'm sorry I can't be of more help. If no one else chimes in, I'd try finding a local contractor in the Roseville area that you might be interested in working with. Most contractors will have a good sense of what it takes to get permits and might be able to offer some advice into the process of splitting a lot and rezoning.
My guess is that changing zoning might not be the quickest process, but it probably depends on the location of the property and what's around it. If it's in a neighborhood with nice homes on the lots next door, those owners might try to fight you a bit on building MFH there.

Very cool @Jeff Caravalho. I'm curious what the lot is like geographically and how the split would be done? Would you need to drive through the lot to get to the newly split units or are they tandem and you won't be creating an easement on the other property?

@Nicholas Wootten, I believe everyone else has already chimed in with some thoughts on which markets are going well. Like @Joe Bertolino and others have mentioned it's hard to say because there isn't a ton of inventory on rentals in Curtis Park and especially Land Park areas. Oak Park has definitely seen some solid gains but it again just depends on the block and which grade of property you are looking to invest in. I've seen a solid increase in Midtown, but that's pretty tough find a good deal because of rising prices.
