Welcome to BP @Michael Swope! Yeah, the San Francisco market can be pretty insane as far as pricing goes. But like @Carolina Solorzano mentioned, if you can find the right deal (and they can be found), there's opportunity to make a lot of money!
The VA loan might be a little bit trickier, but you just need to find a good agent who has done it before and can help, especially in this competitive market.
If you are looking strictly for an investment and don't want to live in the place (or don't need to stay in SF), I'd check out some of the surrounding areas that are within a few hours. Sacramento, Stockton, Vallejo, and Fresno are all somewhat nearby and certainly have more affordable options that you might be able to cash flow with easier.

Top notch advice from @Kim Stofan! There could be some interesting opportunities for you @ANTHONY STERLING in Elk Grove since you know that area well. I haven't heard of too many other people farming that area so you may face less competition if you select a few neighborhoods you know well that look to be prime targets.

@Derek Daun, I actually think you (sadly) might be on to something. It seems like there are some areas at least on the west coast here that are moving towards that. I've definitely seen a trend of people moving away from those areas and more into areas much closer to the city hubs and with more potential for walkability (and always better job markets).

@Hugo Luna It's a pretty interesting opportunity. I think the amenities and the way they are positioning themselves in terms of walkability to locations will attract a lot of people who like that style of living. So like @Account Closed and everyone have been saying, you'll probably have no issue finding renters interested, which might mean you are able to charge a little bit more than what would be market rent for the area.
One thing you should verify with the sales manager/HOA is if they are going to have a limit on the number of rentals allowed in the development. HOAs often try to impose those limits and if you do decide to purchase there with that intention you should make sure you won't be blocked from doing so.

Someone posted this data from YardiMatrix with market statistics about the Sacramento region, so I wanted to share it here also.
You can find it on this page, just search for Sacramento. It's the update from this month (Sept 2016). And it talks about the growth rate in Sacramento around the rental market (13.5%, more than double the national average and the highest in the US currently) and some other interesting stats about the Sacramento market.
