I am in the business and in Houston compensation for property management spans both spectrums.  % of gross rent collected certainly benefits you if your properties are on the lower end of the scale.  I've chosen a model that combines both.  % of rent collected capped at a certain amount.

Good question Chalawndra.  Good property management involves good communication and engagement between the owner manager and tenant.  Its a team event and if one leg of this stool is missing or lacking, you're likely to fall flat.
