It is always a good time to buy as long as you buy right and understand what you are doing. If you are able to find a BRRRR deal that you can pull most or all of your money out of and still cash flows go for it.

Pay a GC to go through a few houses with you and give you an idea on price. It takes time and practice to familiarize yourself with the costs.

Yes it is still a good time if you find a good deal. Make sure you do your due diligence and check into the tenants in place and if you aren't in a landlord friendly state I would put your tenants on a month to month lease.

I sent 40 mailers for my first round and got 3 responses.
Out of those 3 people 1 was a sfh and two were side by side duplexes.
The sfh wanted too much but the two duplexes are actually decent deals with 12% coc return and $200+ per unit per month cashflow after all expenses.

I mail once every month for 6 months to a year and If I don't hear anything I stop.

In the current market it is better to base price on comparable sold properties in the area. This can vary by location but in wisconsin it is mostly based on number of beds and baths and location and condition.
