Are you kidding me, I love to do the following.
Go on the Snake River (" had done Lunch counter" 300 times)
Go on cruises" lost count over 40".
Fear factor second runner up.
Fishing, basketball, baseball, hunting, hiking mountains, bike riding,
Now raising two grandsons, can you imagine what they have to deal with.
Yes the 5 year old can "drive a nail in with a hammer" and can use my screwgun
anytime.

After bidding and doing the work for 100's of investors, real estate agents, wholesalers , and myself.
Three things a contractor brings to the table.
1-Quality of workmanship.
2-Quickness
3-Good price.
It is almost impossible to get a contractor that has all three of these things going, so which are you willing to give up.

Daniel, going rate now in this area is anywhere from $90-$120 per square foot on labor and materials. Shopping around is the best way to go. Have your plans ready for the subs so they can give you a bid. Pay the contractor as soon as he is done.

So if your roof lines are straight and your windows and doors still operate fairly smoothly, it has not. Not affected the structure as of Yet!!
A structure engineer will charge about $1500-$3500 just for his written suggestion. I would U Tube and google the Hll out of it!
I would let seller be known of your concern and maybe suggest would you get a Engineer report.
But instead that suggestion, put that monies towards fixing it.
I have had several problems with houses with almost same issues. Remember if the roof line is level than it has not yet became a problem.

If he can't afford to pay the water because tenant(s) don't pay rent, Not many Judges would not understand . Like a tenant not paying rent is going to take him to court!!!!
Have the tenant understand that you can't pay the water without the rent money!!!

Go to Keller Williams. Walk in and have the receptionist introduce you to the broker.
Tell him your needs and he will give you a go getter agent!!!!
Or coldwell banker, century 21, etc, The big boys that have 20-200 agents.

Understand man!!! The Garage can be fixed, I did one less than 4 months ago that was really leaning. I bought 6- 2x4 by 12 feet long and a ladder and my nailer.
Took my work truck and backed up with a 2x8 on my tailgate and another 2x8 along the side of leaning Pisa!
Backed up about 3 inches beyond level and nailed those studs inside to hold the structure together.
It worked! As I pulled up the garage shifted about 2 inches and within the next 2 months should go to level.
About 90 minuets of work, but it worked!!!!!
Roofing issues generally just need some of that Black roofing product that comes in a caulking tube cost about $6. Find where it is coming in and caulk away. use plenty, roofers are not cheap.
If your windows are wood and have water damage so they don't work well, i would replace as budget is available. Window contractors charge about $300 a window and the window is in their bid!
Hopefully you will move forward. A property can make you some serious money ( equity) especially now. Real Estate market is hot throughout the nation.
If the roof line is pretty level, the property does not have major structure problems. If the doors and windows work good than the structure is pretty good.

Yea, Inspector's can really upset buyers and sellers, I had a 67 page report on my first deal I did in a new city (Pueblo, Co.) I was able to do like 58 of the listed 65 items.
My agent said because that I did the flip and I am the contractor that most of the items would take me 5-15 minuets. ( just stupid stuff). But the inspector scared the buyer so bad. Other things like screens on all the windows, We said no, It was not a FHA or VA loan.
We made it work, Can I brag , bought said property for $53,000 put less than $35,000 in and sold it for $189,000.
Kevin the property is worth $50,000 more now ( because of the real estate market ) .
Tell me your concerns about Re Hab, Inspectors should only address safety issues!
